Public comment
These regulations establish a public comment framework that provides an opportunity for members of the public to attend and participate in meetings of the board. The Bagley-Keene Open Meeting Act requires a state body, such as the board, to provide an opportunity for members of the public to directly address the state body on items on its agenda. Bagley-Keene also authorizes a state body to adopt reasonable regulations to carry out the intent of the public comment requirement.
The board adopted the final regulations on January 28, 2021. The regulations were filed with the Secretary of State on June 29, 2021 and are effective October 1, 2021.

Notice of Decision Not to Proceed
A Notice of Proposed Rulemaking was published in the California Regulatory Notice Register on March 20, 2020. However, due to the stay-at-home orders issued by state and local authorities to limit the spread of COVID-19, CalSTRS postponed the rulemaking process.
